The United States wanted to create a new federal government and for that they started a war of independence during the period of federalism in the United States. They wanted to abandon the Articles of Confederation that has many flaws like it made the central government less powerful. Congress had no powers to levy taxes and dependent on the states for their budget. Thus, the wanted to create a new Constitution that would overcome all these flaws with separation of powers and checks and balances and a President to supervise everything. Thus, the United States created a league of sovereign states and the new Constitution.
